One of the first areas severely hit by the Covid-19 pandemic was international travel. In March/April, with commercial flights coming to a near halt, the governments were struggling to help their stranded citizens to return home. MIGRATION OF THE HIGHLY EDUCATED: EVIDENCE FROM RESIDENCE SPELLS OF UNIVERSITY GRADUATES*

We examine the inter-regional migration of university graduates from 1991 to 2003 in Finland. The results show that time matters: two-years before and during the graduation year the hazard rates of migration increase, and then decrease thereafter. Although university graduates are particularly mobile, we find that most of them do not move from their region of studies within 10 years after graduation. The out-migration, i.e., brain drain, is much higher among graduates in the more peripheral universities than in the growth centers (Helsinki in particular). Migration is also substantially more likely for those studying away from the home region than for those studying at home. peerReviewed

Migration researchers from East-Central Europe most often focus on the impact of ‘brain drain’ which is characterised by the loss of human capital from emigration. In this paper focus is placed on the assumption that migrants living abroad gain valuable experiences and education opportunities, that lead to personal growth, facilitate entrepreneurship and psychological resilience, amongst other important skills. Maģistra darba “Neveiksmīgas remigrācijas pieredze” mērķis ir analizēt neveiksmīgas remigrācijas pieredzi un sniegt izpratni par strukturālām problēmām, kas noteikušas atkārtotas emigrācijas lēmumu. Gan kā pētījuma dizains, gan analīzes metode tiek lietots naratīvs. Kvalitatīvā pētījuma dati iegūti, 2020.–2022. gadā veicot 16 padziļinātas daļēji strukturētas biogrāfiskās intervijas. Astoņi no remigrantiem pēc 12–18 mēnešiem atkārtoti lūgti pastāstīt par izmaiņām pieredzē un attieksmēs. Diaspora Start-Up Programs and Creative Industries: Evidence from Romania

Romania is one of the main countries of origin for intra-European migration. The national authorities recently implemented the first major program —Diaspora Start-up—to support the business initiatives of Romanian citizens who live abroad and who are interested in opening a business in their home country. This scheme was developed in parallel with a broader program—Romania Start-up Plus—which was designed to support the entrepreneurial initiatives of individuals residing inside the country.
